OpenAI merges ChatGPT's Chat and Work tabs, sharing one token allowance

THE SHORT VERSION

  • OpenAI is merging the Chat and Work tabs in ChatGPT, starting with select users, and will keep Codex as a separate experience in the desktop app.
  • From December, Plus, Pro and Business plans will share one usage allowance across ChatGPT and Codex instead of drawing on separate pools.
  • The change simplifies a confusing interface but turns two budgets into one, which matters for anyone who relies on Codex for heavy work.

What OpenAI told users

OpenAI is preparing to merge the Chat and Work tabs inside ChatGPT, according to an email sent to users. TechCrunch reported that the integrated experience will first be available to select users for feedback before a wider rollout.

The stated reason is navigational. The desktop app currently contains ChatGPT and Codex sections, and inside ChatGPT there are Chat and Work tabs, so it is easy to lose track of where a project lives. Merging the tabs is a simplification, not a new model or a new capability, and OpenAI framed it in those terms.

The promise in the email

The email described the intent carefully. According to TechCrunch, OpenAI said the change would let users move from exploring an idea to having ChatGPT carry it through in one place, bringing in files and plugins and asking it to build a website or create a presentation while reviewing the work.

The same email kept a boundary: Codex will remain a separate experience in the desktop app. That matters because Codex is where heavy agentic coding happens, and folding it into the chat surface would have been a much larger change than merging two tabs.

The shared allowance

The operational change is the one users will feel. ZDNet reported that a note titled Understanding ChatGPT and Codex usage limits said that from December, Plus, Pro and Business plans will share usage allowance across ChatGPT and Codex as the agentic capabilities of Work move into the main ChatGPT experience.

Two separate quotas becoming one is not neutral. A user who relied on a generous Codex budget for long coding sessions now competes with their own chat usage for the same pool, and a heavy chat user may find agentic work throttled earlier than before. The total allowance may be unchanged while the effective allowance for each job drops.

Why merge now

OpenAI has been collapsing distinctions between chat and work for a year. The reversal of a usage cut earlier showed how sensitive users are to allowance changes, and the company has been steadily pushing agentic features into the main product rather than keeping them in a separate surface.

The commercial logic runs the other way from the user logic. One product with one pool is easier to sell, easier to meter and easier to price, and it reduces the number of plans support has to explain. For a company managing the cost of serving inference, a single allowance is also a single lever.

Who gains and who loses

Casual users gain simplicity: one box to type in, one place to find a project, fewer decisions about which tab a task belongs in. Team administrators gain a simpler story to explain to staff, though they lose the ability to reason about two budgets separately.

Power users on Codex are the likely losers in the short term. If the allowance is shared, the person running long agent sessions while also chatting for research will hit a wall sooner, and the fix is either an upgrade or a change in working style. That is a quiet price increase dressed as an interface improvement.

The competitive frame

The move also reads as a response to rivals that already present one assistant surface. Google has been folding Gemini into Search, Workspace and the app, and Anthropic has been widening Claude into everyday work, as this site covered in Claude Sonnet 5.5 and in Gemini features in business tools.

Merging tabs is therefore table stakes rather than innovation. The differentiator is what the merged surface can do, which is why the shared allowance matters: it is the mechanism that decides whether the unified experience feels generous or constrained in daily use.

The rollout risk

Rolling out to a small group before wide release is the right order, and it is the same pattern OpenAI used for earlier feature launches. The risk is that feedback collected from volunteers skews toward enthusiasts who tolerate allowance surprises better than average subscribers do.

A second risk is communication. Users who discover the change through the product rather than the email will read it as a cut, regardless of the intent, and the December timing puts it close to the year-end period when teams review their tool spend.

What is established, and what is not

Established: OpenAI is merging the Chat and Work tabs, starting with select users; the integrated experience is described in an email reported by TechCrunch; Codex remains a separate experience in the desktop app; from December Plus, Pro and Business allowances will be shared across ChatGPT and Codex, per a note reported by ZDNet. Not established: the exact allowance sizes after the merge, and whether lower tiers change.

The measurable outcome will be how quickly heavy users hit limits in the merged product. If the shared pool is sized so that typical use is unaffected, the change is cosmetic. If it is not, the interface simplification will be remembered as the moment the effective price of agentic work went up.
